Sheria ya jimbo la Washington, inayoitwa “Becca Bill,” inahitaji watoto wote walio na umri wa kati ya miaka 8 na 18 wahudhurie shule mara kwa mara. Sheria inahitaji wazazi au walezi wa kisheria kuhakikisha kuwa watoto wao wanahudhuria shule mara kwa mara.Wanafunzi wanaweza kuwa kwenye shule ya umma, ya binafsi au ya nyumbani.Sheria inahitaji kuwa wanafunzi wawe shuleni wakati wote, kila siku, isipokuwa iwapo kuna sababu nzuri ya kutohudhuria shule.Ikiwa mwanafunzi atakosa kuhudhuria shule bila sababu nzuri, mwanafunzi anaweza kuchukuliwa kuwa ni “mtoro.” Mwanafunzi anapokuwa mtoro, shule zinahitajika:
- Kuarifu familia,
- Kukutana na kushirikiana na familia na mwanafunzi ili kujua sababu na
- Kujaribu kuweka mikakati tofauti ili kusaidia kuimarisha hali ya mwanafunzi kuhudhuria shule.
Ikiwa hatua hiyo haitafanya kazi, mwanafunzi na familia wanaweza kuelekezwa kwenye Bodi ya Utoro ya Jamii au mahakamani.Ikiwa mwanafunzi atakosa kuhudhuria shule sana, hata akiwa na sababu nzuri ya kufanya hivyo, sasa sheria inahitaji shule kukutana na kushirikiana na familia ili kujua sababu na kuweka mpango ili kumsaidia mwanafunzi kuhudhuria shule mara kwa mara. Hiyo ni kwa sababu hali ya kukosa kuhudhuria shule sana au “tabia sugu ya kutohudhuria shule” inaweza kufanya iwe vigumu kwa mwanafunzi kuendelea vizuri na masomo.Inaweza pia kuwa ni ishara kwamba huenda mwanafunzi hapati usaidizi anaohitaji.Tunapozungumza kuhusu kukosa kuhudhuria shule, “sana” inaweza kuonekana kama “kidogo” – yaani hatua ya kukosa kuhudhuria shule hata siku 2 tu kwa mwezi inaweza kusababisha athari kubwa!

- kuwaarifu wazazi kuhusu kanuni za kuhudhuria shule na kupata sahihi ya kuonyesha kuwa wamepokea ilani
- kuwaarifu wazazi kila wakati mwanafunzi anapokosa kuhudhuria shule,
- kukutana na wazazi na wanafunzi ili kujua sababu,
- kujaribu kuweka mikakati tofauti ili kuimarisha hali ya mwanafunzi kuhudhuria shule na wakati mwingine,
- kumwelekeza mwanafunzi na/au mzazi kwenye Bodi ya Utoro ya Jamii au mahakamani.
Je, sheria inahitaji Wanafunzi kufanya nini?
